¿Continuidad o disrupción? Una caracterización del cambio paradigmático en las políticas públicas a través de la política urbana en México

This article analyzes the approaches and schools of change in public policies. Through the evolution of federal urban policy in Mexico and uses the process tracing methodology in a minimalist way (Beach & Pedersen, 2019) to explain the change in two moments: 1993 and 2016. The objective is to answer the question: What kind of changes occurred in Mexico’s urban policy? The hypothesis is that these changes were paradigmatic-gradual (Howlett and Cashore, 2009). The conclusions suggest that the focus on change can be useful to understand critical moments in the public policy process.
