Aims and Scope

The Journal of Public Governance and Policy: Latin American Review (JPGP), is pleased to welcome all manuscripts with key contributions to public policy studies. We are keen to receive works in any of the three following related streams:

  • Studies of the policy process.
  • Studies “about and within” policies.
  • Policy studies.

Studies of the policy process.

Original works that aim to explain the following:

  • The initiation of ideas that later become policies.
  • Policies that change, answering questions of why, by whom, with which means?
  • Policy patterns along the spatio-temporal dimension at all micro, meso and/or macro levels.

These literature streams include the use of well-established theories that address these questions, such as the Advocacy Coalitions Framework, the Multiple Streams Framework, the Institutional Analysis Development Framework, the Narrative Policy Framework, Punctuated Equilibrium Theory, Social Construction of Target Populations, Policy Feedback Process, Policy Diffusion Theories, among others.

The JPGP will accept papers in these and related theoretical directions. The editors appreciate that submitedd papers have empirical analysis to support any arguments. Papers that do not contain empirical analysis should offer clear and solid information on the theoretical contributions.

Studies “about and within” policies.

Research that aims to analyze policies as its main object of study. These studies attempt to accumulate knowledge to build and develop a science of policy. It aims to answer questions regarding:

  • The institutional context surrounding policy formulation (design, implementation and evaluation).
  • Explanations regarding success (or failure) of policies. How do actors problematize public issues to develop policies?
  • How are policies (and should they) be designed, how are they implemented and, lastly, how are they and/or should they be valued?

Documents in these directions, normative (or not), are welcome, however the Journal is deeply interested in research supported by evidence. Works that do not contain empirical analysis must offer clear and solid information on the theoretical contributions.

Policy studies.

These stream of original works include the study of a specific policy or policies to advance knowledge in a specific silo such as educational policy, social policy, security and violence policies, hunger and/or poverty, or inequality policies, environmental policies, among others. The theoretical background for the analysis of these policies is open, however, a degree of empirical work is welcome. Papers that do not contain empirical analysis must offer clear and solid information on the theoretical contributions.

The JPGP:

  • Is an open access scientific journal, with double-blind peer review, rolling pass publication model.
  • Is free of any article processing charges (APC free).
  • It is open to any methodological approach.
  • Will welcome and publish manuscripts in English or Spanish, both are equally welcome.
  • Will publish the papers respecting the language in which the authors submitted their originals.
  • Will grant the translation of titles, abstracts and key words into both English and Spanish.

 

Peer Review | Double-anonymized Process

A. Research Articles, Case Studies and Essays

Unpublished works will be submitted to the magazine's OJS platform and will initially undergo an editorial assessment of form and style, as well as relevance to the thematic 'Aims & Scope' of the journal to validate compliance with publication standards. If the requirements are not met, authors will be informed and will have two weeks, or as stipulated in the call, to make adjustments.

Subsequently, the documents that meet the editorial standards will be  reviewed by two external peer reviewers, under a double-blind procedure, in which reviewers' and authors’ names and institutional information are withheld from the other. A period of 60 calendar days (8 weeks) is assigned from the receipt of the documents that cover the publication standards for the reviewers to issue their opinions. The peer review is carried out using a technical instrument taking into account:

1)  Originality and current issues relevance.

2)   Adequate theoretical and methodological consistency.

3)   Scientific rigor in interpretive frameworks.

4)   Theoretical contribution.

To continue with the publication process, at least the positive opinion of two referees is required, and there may be two possible results:

1)   'Approved without modifications'.

2)  'Approved with corrections'. In this case, there is a period of 30 calendar days (4 weeks) to address the reviewers' observations.

If ruled negatively,'Not Approved for Publication', the comments will be sent to the author for feedback purposes. Once the observations for improvement issued by the initial reviewers have been addressed, the work will be sent to a third review (depending on the case, it may be sent to a fourth blind peer review).

The Journal of Public Governance and Policy gratefully assumes responsibility for its obligation to promptly inform the authors regarding the entire process.

Once approving the articles for publication, the authors will be informed of the issue number and date in which their contribution will be published along with a respective Proof of Publication.

All of this process is free of any article processing charges (APC free).

 

B. Reviews

The documents submitted to this section will pass an Editorial review taking into account the following criteria:

1)   Relevance of the text, as a theoretical reference or for its innovative contribution to the study of governance, public policies, public administration or related topics.

2)   Coherence and organization of the document.

Open Access Policy

The Journal of Public Governance and Policy: Latin American Review is governed under an open access model.

This academic journal provides free access to its content, based on the principle of offering free access to all published content, contributing to greater global exchange of knowledge. The user audiences of the journal are allowed to consult, read, download, print, search, link and directly reference articles, essays, case studies and reviews of current and past issues published, using all content for lawful purposes and safeguarding the integrity of authors. When reproducing or distributing published content it will be necessary to fully acknowledge the authorship and cite it appropriately.

The JPGP provides access to the community of professors and researchers to publish the knowledge they generate, in close correspondence with the Aims and Scope of the journal, without charging fees, rates or concepts such as memberships. The journal acknowledge the integrity of authors work and their moral rights.
