The following work presents an analytical proposal to understand the implementation of MfR based on institutional capacities. The purpose is to provide an analytical model that allows detecting those obstacles and strengths of public administrations adopting the MfR policy; since they are assumed to be organizations endowed with sufficient technical and political capabilities to operate public policies: a result of information asymmetries and political submissions between levels of government. In conclusion, analysis components are presented through the micro, meso and macro dimensions. It is reflected that each level at which local public administrations operate, organizational and political situations arise that decisively influence the design and implementation of public policies, instructed under the precepts of Management for Results (MfR).Downloads
