During the governmental periods of Ernesto Zedillo, VicenteFox, Felipe Calderón and Enrique Peña Nieto, public security policy wasbased on apparently different strategies, but with a common component: theparticipation of army forces in conservation efforts of public order and peace.With different ideological bases, the federal administration of PresidentAndrés Manuel López Obrador formed a National Guard supported by amilitary doctrine. This article proposes the existence of a State policy basedon a paradigm of militarization of public security that, contrary to what isbelieved, has been taking shape since previous federal government periods,for which the main regulatory instruments and security policies implementedduring those administrations are examined.Downloads
