Prevention public policies as response to the SARS-CoV-2 pandemic in Mexico. A perspective from the human rights to health and the freedom of movement

The objective of this article is to identify the most important elements of the adoption of public policies of prevention and risk as a response to the pandemic caused by SARS-CoV-2 in Mexico, seen from the human right to health and the freedom of movement of people, considering that, in the absence of effective pharmaceutical measures, the reduction of human mobility is a key element for addressing this health contingency in which government actions can very often be arbitrary, disproportionate or can even violate human rights.
